Expatriates willing to work in the territory of Russia must have a work permit. Employer engaging foreign employees must notify an authority performing migration registration of foreign citizens of concluding/terminating employment relations with a foreign employee. Failing to fulfill this duty might cause administrative responsibility for an employer at the rate of as much as 800,000 rubles. In some regions (Moscow, Saint Petersburg, Moscow and Leningrad Region), the penalty may amount to 1,000,000 rubles for every employed foreigner.
